Denver passes Green Roof Initiative

Denver voters recently passed Initiative 300, the Green Roof Initiative, by an 8.6 percent margin. Opposed by the real estate community, the Mayor and many city council members, the initiative requires buildings of 25,000+ square feet to have a percentage of the roof dedicated to vegetation or a mix of vegetation and solar.

This requirement applies to buildings pulling a building permit after January 1, 2018. Existing buildings will be required to install a green roof or green roof/solar combination at the time of roof replacement or major repair. Exemptions are very limited and all exempted buildings are required to provide a cash-in-lieu payment to the Denver Office of Sustainability, equal to the cost of constructing the green roof.  

Although the initiative was opposed by the Mayor and many city council members, there is a general consensus among these individuals that they must now support the will of the voters and not overturn the initiative. ICSC, as part of the Colorado Real Estate Alliance, will be working with city council to amend the ordinance in the hopes of making it less onerous and costly to the real estate community.
