named Jack Breard president of UCR Urban and a partner of United Commercial Realty. • Washington, D.C.-based Combined Properties hired Peter Mathieson as director of East Coast acquisitions. He was an asset manager at The Mills Corp. • RiverRock Real Estate Group, based in South Coast Metro, Calif., appointed Jon Waldron general manager of the newly formed RiverRock Retail Group. • Woolbright Development, of Boca Raton, Fla., named Robert K. Powell senior development director. Powell was president of the Atlanta-based Powell Co. • Brighton, Mich.-based Atwell-Hicks hired Stephen J. Cross to manage and lead its Chicagoland regional expansion. • The Bombay Co. named David B. Stewart CEO. • The Kroger Co. promoted Van Tarver to vice president of the convenience store and petroleum division. • J.C. Penney Corp. named Catherine G. West CEO. • Birmingham, Ala.-based Books-A-Million named Douglas Markham CFO. Markham succeeds Richard Wallington. • SCI Real Estate Investments, based in Los Angeles, promoted Andrew Van Tuyle to COO from chief investment officer. • The Bon-Ton stores appointed Anthony J. Buccina vice chairman and president of the merchandising group, replacing James H. Baireuther. Bon-Ton also named David Zant vice chairman of private brands, merchandise planning and Internet marketing. • The Macerich Co. promoted Jerry Anderson to vice president of leasing for its Northern California property group.
