ICSC PAYS TRIBUTE TO ITS VOLUNTEERS AT BRUNCH

ICSC honored its volunteers again this year, at the traditional Family Brunch.

Charles B. Lebovitz, chairman and CEO of CBL & Associates Properties, Chattanooga, Tenn., accepted the Park Bench Award given to past ICSC chairmen from his predecessor, J. Lorne Braithwaite, former president and CEO of Toronto-based Cambridge Shopping Centres.

ICSC gave Distinguished Service Awards to William N. Fullington, SCMD, vice president of marketing services at The Richard E. Jacobs Group; Frances Spencer, SCSM, SCMD, assistant commissioner at the Department of Planning and Development, City of Chicago; and Dale E. Scott, vice president of marketing at Keene Construction Co.. A plaque was also presented to Ivan J. Novick, chairman of Oakmont Realty Partners, Pittsburgh, for his work with ICSC’s Government Relations Division on economic issues.

Fullington was cited for his work on ICSC’s educational and professional recognition programs. He has been a member of the Certified Marketing Director (CMD) Committee for seven years (four as chairman), a past chairman of the MAXI Awards Program and a faculty member of the School for Professional Development. Known by some in the industry as “Mr. MAXI,” Fullington served two terms as MAXI chairman and has also served on the MAXI Screening and Judging Committee. In addition, he has won a number of MAXI awards himself.

Fullington started at Jacobs in 1978 as a mall assistant general manager; he managed and marketed several regional malls before forming the firm’s corporate marketing services group in 1985. Today he supervises corporate and retail marketing divisions representing more than 45 million square feet of retail, office and hotel developments in the Jacobs portfolio.

Like Fullington, Spencer has also contributed to ICSC’s educational programs. She has been a faculty member of the University of Shopping Centers and was dean of the School of Municipal Economic Development in 2001.

Given her knowledge and experience in the public sector, Spencer played a crucial role in the establishment of the Illinois Alliance Program and has been at the forefront of ICSC’s initiatives to encourage public/private partnerships. She joined the Chicago Department of Planning and Development in 1996 and helped implement the Retail Chicago program, which introduces retailers, brokers and developers to the city’s neighborhoods, some of which are underserved by stores.

Before joining the department, Spencer spent 14 years managing, marketing and leasing several shopping centers in the Midwest while working for developers Southmark Corp., Dallas, and Birtcher Properties, Laguna Niguel, Calif. She also served for four years as a commissioner of the Village of Arlington Heights, Ill., and as a member of the Arlington Economic Alliance, the business development arm of the city’s planning and economic development department. She has taught retail and shopping-center-related courses on a consulting basis for several corporations, on subjects ranging from marketing plan development to operational troubleshooting and retail site selection criteria.

Scott earned his award for his role in developing ICSC’s annual CenterBuild conference, which spotlights the design and construction aspects of shopping centers. He has been a member of the ICSC CenterBuild Conference Program Committee since 1990, serving as chairman in 1997. He also served as chairman of the Florida Conference in 2000 and as chairman of the ICSC/International Mass Retailers Association Joint Task Force on International Building Codes 2000; Scott also is a past co-chairman of the Orlando (Fla.) Local Program Committee.

Meanwhile, John M. Ingram, vice chairman of The Mills Corp., was honored for his service to the organization. In addition to his year as chairman, he has served ICSC as a state director, trustee and vice president.

The organization’s volunteers are its backbone, ICSC President and CEO Michael P. Kercheval said.

“It’s all of you who hold up this organization,” he said. ICSC’s staff are “just the legs. You’re the true leaders.”
